In April 2015, Justice Forum, Haki Africa and ICJ-Kenya submitted a shadow report to the African Commission on Human and People’s Rights, alleging that Djibouti has repeatedly violated the African Charter in carrying out counterterrorism operations.
Our report presents compelling evidence that Djibouti (either as principle agent, or in collaboration with agents of other states) has secretly detained at least 6 individuals incommunicado, subjecting them to torture and/or inhuman or degrading treatment.
We also present evidence of 7 highly suspicious flights, which may have been carrying further, as yet unidentified individuals through or from Djibouti in the context of rendition and/or secret detention operations.
We have called on the African Commission to put these allegations to Djibouti in its upcoming review. Please read our report below.
